I have no access to Windows, nor any recent experience of it.

However, it should be possible to install and run python on Windows, for there is a Windows version of python and there are instructions for using python on Windows. The current version of python includes pip, so I assume that the numpy and matplotlib packages can then be installed just as on the MacOS page.

The use of curl for downloading files is a convenience - one's web-browser can also download files. However, one might find a Windows version of curl at https://curl.haxx.se/download.html.

Alternatively one could try booting a Windows PC from a USB stick containing Linux. I am aware of instructions for Ubuntu. Using a DVD will be very slow, so USB is recommended.

As is clear, I am unable to test any of the above suggestions, and therefore can take no responsibility for the consequences of following any of them. You do have backups, don't you?
